President Woodard’s Statement on Agreement Between AFSA Local 1 and the NYC Department of Education on APPR

After a full day of arbitration, the Council of School Supervisors and Administrators (CSA), AFSA Local 1, and the NYC Department of Education reached an agreement on an Annual Professional Performance Review (APPR) for Principals. The deal was reached with the strong intervention of Commissioner King, and finalizes the agreement CSA was on the verge of signing in January.

CSA reports that the agreement is consistent and reliable as it preserves many of the same tools CSA Principals are accustomed to while at the same time substantially improving their due process protections and safeguards. For the first time, they’ve negotiated a true yearlong improvement plan for any Principal rated “developing” or “ineffective” with regular cycles of feedback from superintendents.

Additionally, CSA negotiated a strong appeals process, including the step of an independent hearing officer. The rating scales will continue to yield the differentiated results that the Principal Performance Review has had in the past.
