Summary of Bill:

Directs the Sec. of Education to award grants to states to establish and support Early Care and Education Systems providing children from the ages six weeks to kindergarten to receive universal access to high quality early care and education programs. It allows for early care and education programs that are already in place for five or more years to participate in the new program. Requires states to set up learning standards, and increase their ratings under the Quality Rating and Improvement System (even those that don’t participate in new program).

How This Bill Affects Education:

Like the Universal Prekindergarten bill, a children’s education does not start at elementary school. This bill would allow the Secretary of Education to award grants for universal access to early care and education programs to children six weeks to kindergarten. There would be standards and rating systems to ensure that the programs are helpful to the children.
