Summary of Bill:

Directs the Secretary of Health and Human Services (HHS) to provide grants to a designated state agency for development of universal prekindergarten programs for all children, ages 3-5. It also requires that the state match the federal funds by at least 20 percent and submit a plan to get the universal prekindergarten program up and running.
